The 3rd, 4th, and 5th floors of the Kobe Port Tower are the observatory floors, and if the weather is good, you will be able to see a grand 360 degree panoramic view consisting of Osaka in the East, Awaji island in the West, Kansai Airport in the South and Rokko mountain in the North.
Looking out the view from the tower during the day, and looking at the tower itself from outside during the evening is a recommended way of enjoying this fantastic Kobe monument. Please try the both.

On the first floor of the tower, there is a box office that sells tickets to enter the observatory and a shop that sells imported goods.
On the second floor, there is the "Meriken Shokudo" restaurant (Meriken Dining Hall), where you can enjoy Western cuisine.
Hours of Meriken Shokudo:
Weekdays/11:00 〜15:00
Weekends/11:00〜17:00
There is also a gift shop called "Kobe Selection", which sells goods and souvenir.
On the third floor, there is a cafe with a panoramic view of the area. You will be surprised to find out that the floor of the cafe starts to move after a certain period of time! This interesting cafe is worth while trying.

The fourth floor of the tower is comprised of the observatory and souvenir shop "Bell House". The fifth floor is the highest level of the observatory and offers a magnificent view of the mountains in the North, Kobe's Streets in the East and West, and the ocean in the South.
